Guangming Program
Right now there are about 76.56 million who have no access to electricity in China, 16 counties, 828 townships, and 29,783 villages don’t have electricity, Because these cities, villages, or herders are at remote areas and far from the electricity network, and they are spread and their electricity usages are low, it’s impossible to reach them by expanding the electricity network in the next 20 years. China has a lot of wind and solar power resources. Useable wind power output is about 0.25 billion kilowatts, and the location of wind power is mainly located at the coastal area and the Neimenggu ? Gansu ? Xinjiang area, and people at these areas happen to be the ones who don’t have access to electricity.
Years of practice in China have proven that out-net type wind power generators and solar energy photovoltaic generation technology is suitable to be used in provinces like Neimenggu, Gansu, Xinjiang, Qinghai, Xizang, etc. or costal islands. The development in China has drawn attentions worldwide.
2. Blue Print for the Project
In September of 1996, in the World Solar Summit in Zimbabwe, the World Solar Commission decided to adopt a “World Solar Programme” to bring electricity to areas that have no access to electricity global wide. Chinese government responded quickly by deciding to start “Guangming Program” in China. In the same year, State Development Planning Commission led to the establishment of “Guangming Program.” They plan to use wind power and photovoltaic generation technologies to solve the electricity usage problem of 23 million people at rural areas by 2010. This will also help to meet the demand for electricity in remote boarder sentries, microwave communication centers, roadwork crews, oil pipeline maintenance stations, and railroad signal stations, etc.
The “Guangming Program” of China is different from ordinary construction projects. The serving targets of this project are spread at area about half of the size of China. Most of them have very low payment capacity, and a lot of them are paupers. The total investment is high, and the estimated investment value is about 36 billion Yuan RMB.
China’s “Guangming Program” is partly charity for the poor. The targeted area of this program is very big, and investment is high, but it’s a renewable energy project, which is good for the environment and the sustainable development strategy. During the first time period, the goal is establish a stable source of investment, a sales network, a market structure, a group of trained employees, and an employee training system. We will also solve the electricity problem for about 8 million people, that number is about 1/10 of the total population in China, for about 2,000 villages without electricity, 100 sentries without electricity, and 100 microwave communication stations without electricity, and this will prepare us for the ultimate goal of “Guangming Program.”
